The experience behind the work
Doria holds a Master of Social Work from the University of Chicago, with a focus on Health Administration and Policy. She is certified as a Domestic Violence Professional (CDVP) and a Partner Abuse Intervention Professional (CPAIP).
Her clinical experience includes culturally responsive mental health services in Shanghai and domestic violence intervention groups in Chicago. Across these settings, she has focused on the needs and voices of underserved communities.
As a Gender, Rule of Law, and Political Affairs Intern with the United Nations Department of Peace Operations, Doria researched gender equality initiatives and supported work to advance the Women, Peace and Security and Youth, Peace and Security agendas. Her role also involved cross-division coordination, events, and grant writing for gender equality programs.
As Clear Harbor’s Founder and Executive Director, Doria brings clinical training, policy experience, and cultural understanding together to expand access to peer support and professional resources while working toward broader systemic change.

Jihan (Doria) Qu is Clear Harbor’s Founder and Executive Director. A social work professional, she brings clinical practice, policy leadership, and advocacy together in work focused on marginalized communities, especially Asian women and LGBTQ+ people.
Doria earned a Master of Social Work from the University of Chicago with a focus on Health Administration and Policy. She is certified as a Domestic Violence Professional (CDVP) and Partner Abuse Intervention Professional (CPAIP). Her clinical experience spans culturally responsive mental health services in Shanghai and domestic violence intervention groups in Chicago, with an emphasis on listening to underserved populations.
Her advocacy has ranged from grassroots organizing to international policy work. During her tenure as a Gender, Rule of Law, and Political Affairs Intern with the United Nations Department of Peace Operations, she researched gender equality initiatives, supported the project to accelerate the Women, Peace and Security and Youth, Peace and Security agendas, and helped plan the office’s gender equality work. She also coordinated across divisions, organized events, and contributed to grant writing for gender equality programs.
At Clear Harbor, Doria draws on her clinical training, policy experience, and cultural understanding to help communities access peer support and professional resources while advancing lasting systemic change.
